The purpose of this study is to clarify the provision and use of e-library services. Based on the results of a questionnaire survey of local governments in Japan that provide e-library services, we were able to clarify (1) the purpose of providing e-library services, (2) the actual status of e-book provision methods and systems, (3) the actual status of material provision using e-library platforms, and (4) the actual status of e-book usage.
